Please note that the shots do not have to be professional. Any reputable agency will be able to judge if a potential model is photogenic from ordinary snapshots. We therefore advise you not to waste money on a "portfolio" until an agency has advised you. You may be asked to reshoot a portfolio to reflect your agency/client market.
